To increase employee interaction and awareness of Water System topics through professional and social activities


Goals
  • Establish close association among club members and to provide a forum for the interchange of experience and information
  • Enhance personal growth of members by increasing awareness and participation of activities within the community
  • Help Water System employees learn more about how the Water System works and what their individual roles are in the entire process

The Officers

Earl Moosbrugger, President
Earl graduated from the California State University of Long Beach (CSULB) with a Bachelor of Science in Civil Engineering, specializing in Geotechnical & Structural Engineering. During his undergraduate studies, he was an officer in the American Society of Civil Engineers, an officer in Chi Epsilon, a student body representative, and captain of the concrete canoe project for his department. He also worked as a student engineer at the Port of Los Angeles and maintained his former career of self-employment in the home improvement construction field. Upon graduation, Earl was honored as the outstanding graduate of the Civil Engineering Department for his combination of activities and academic achievement.

Earl later joined the Department of Water and Power as a Project Engineer with the Water Engineering and Technical Services Division. Here, he spent almost three years in the field on construction projects and gained valuable field knowledge. Project areas included four districts of the “in-City” Distribution System as well as remote areas of the Los Angeles Aqueduct System. He began his attendance at the University of Southern California, during this time, where he studied for a Master of Science in Civil Engineering in Construction Engineering and Management. This choice of specialization combined well with his project engineering experience and his past construction experience while self-employed.

Earl next joined the Southern District Engineering (SDE) Group of the Aqueduct Section, where he currently remains. He has gained valuable experience in project management, operations, design, asset management, contract administration, and various other aspects of Civil Engineering. He completed his Master of Science degree and obtained his Civil Engineering License on his first attempt while a member of this group.

Earl’s activities and interests include kayaking, fishing, skiing, hiking, and many others. Earl is a member of the Fishing Club and the Snow Club at the Department. He has volunteered for the Long Beach “Blast” program, which is an after school program for inner-city kids. He also volunteers for the Student Engineer Program to encourage interest in the Department’s rich history and current innovations. His favorite charities are “Meals-on-Wheels” and the American Cancer Society.

Alfredo Bell, Vice President
Alfredo transferred from Los Angeles World Airports (LAWA) LAX a couple of years ago to join WETS - Electrical Design.

He joined WEC as an Officer, where he had the chance to meet many people from the different Water System sections.  He enjoys getting involved in the various club activities.

Besides life at the LADWP, he enjoys working in the Downtown LA area, taking in the people, atmosphere, historical and modern buildings, and also the art galleries.  Alfredo also enjoys participating in several sports activities such as basketball, table tennis, and soccer.

Marcelo Martinez, Treasurer

Priscilla Chui, Historian
Priscilla graduated from University of California, Los Angeles in 2009 with a Bachelor of Science in Civil Engineering. During her undergraduate studies, she was an officer for ASCE and an officer in Chi Epsilon. She also worked as a student engineer with the Bureau of Engineering and a student researcher with UCLA’s Network Earthquake Engineering Simulations.

Priscilla joined LADWP's Water Resources Development in March 2009.  She was hired to provide assistance in developing the 2010 Urban Water Management Plan.  In 2011, Priscilla became an officer for WEC.

Outside of work, Priscilla enjoys running, travelling, and playing sports, especially tennis.

Garet Takiguchi, Activities Coordinator
Garet graduated from Loyola Marymount University in 2008 with a Bachelors of Science in Mechanical Engineering.  He furthered his education by completing his Masters of Science in Mechanical Engineering in 2010.  Garet did his masters thesis on an Innovative Manufacturing Process for Defect Free, Affordable, High Pressure, Thin Walled, Hydraulic Tubing.  Garet was the president of ASME for the LMU chapter and was also the group leader for the Mechanical Engineering senior class project which was to build a fuel efficient vehicle from the ground up and participate in the Shell Eco-Marathon America.

Garet started his career at LADWP as a student engineer in 2007 and 2008 as part of Water Distribution Construction Support Special Projects and was shortly picked up as a full time employee in 2008 for the same group.

A few of Garet's hobbies include cars, basketball, and golf.  He loves working on, driving, and road racing (on the track) his Subaru STi.  He also enjoys watching and following Formula 1 and other road racing events.  Garet enjoys playing many sports, but two of his favorites are basketball and golf.

Paul Dia, Director of Web Content
Paul graduated from Loyola Marymount University in 2003 with a Bachelor of Science in Electrical Engineering with an emphasis in Computer Engineering.  Throughout the four years he was in college, he worked part-time in the Human Resources department of Chubb's Western Zonal Office in Downtown LA.  In 2003, he began his career in the field of engineering and civil service by joining LADOT's Automated Traffic Surveillance and Control (ATSAC) Center and its R&D section.

After five years in the fast-paced and exciting world of ATSAC, he joined LADWP's Water Technology and Control Systems Section in 2008 where he now supports the Water System's control center, LAWSDAC.  Outside of the office, Paul is involved in helping his high school's (Loyola High, Los Angeles) graduating class raise funds for a financial aid scholarship.  He also enjoys staying involved in research and development opportunities that relate to the Intelligent Transportation Systems and Traffic Safety industries.
